MEGT CEO Employment Services - NES Project Manager

Objectives of the division

​The New Employment Services (NES) Project Team has been formed to support the MEGT strategic priority of business diversification through lodgement of a response to the up-coming Federal Government’s NES Request for Proposal (RFP) expected in November 2021. 

The NES Project Team is tasked with: 

  • Preparing and submitting a successful response to the Government’s RFP to provide individualised and customised employment services to eligible job seekers and employers from July 2022. These services include the provision of initial assessment, support and development interventions, placement and in-work support services to job seekers as well as supporting employers in the recruitment, on-boarding and on-going support of eligible job seekers. 

  • Preparing and executing an Implementation Plan relating to MEGT NES operations and service delivery ensuring all aspects of NES operations are in place and capable of ‘go-live’ from 01 July 2022. 

The anticipated scope and scale of the NES project and RFP bid will be a multi-state bid requiring high level project management acumen and application, effectively engaging all aspects of MEGT corporate support services and business operations.  


Position Description

​Accountable to the NES Project Lead, this role holds end to end project management accountability associated with MEGT NES bid management and implementation planning.  

The NES Project Manager (PM) is responsible for capturing and documenting all aspects of project activity through maintaining a comprehensive and up-to-date project plan, project budget, risk register, issues log as well as ensuring project deliverables and outputs are monitored and achieved against required timelines and within budget using industry standard project management methodologies. 

The NES PM role will require highly developed communication and influencing skills to ensure stakeholder engagement throughout the project combined with a proven ability to connect and involve a wide range of internal audiences to ensure project objectives are met.

  • Reports to the NES Project Lead 

  • Working closely with NES Project Team Members and Members of MEGT Executive Group 

  • Building and maintaining relationships with all internal and external stakeholders including engaged consultants who are supporting the NES Project 2022

Mandatory Qualifications and Experience

  • ​Currently hold formal Project Management qualifications at a Graduate Diploma level or higher 

  • Proven high level digital literacy in using project management software e.g., Microsoft 365 and related suite of products.  

  • Minimum 5 years successful project management experience overseeing complex and multi-faceted project elements against defined timelines. 

  • Proven high level leadership acumen with demonstrated ability to motivate and empower people to achieve organisational objectives. 

  • Demonstrated capability to successfully influence and negotiate within a complex and fast-changing business environment in order to achieve efficient and effective business outcomes 


Skills, Knowledge and Abilities Required

  • Well-developed planning, organisational, priority setting and time management skills, able to balance strategic level thinking with detailed process and procedural understanding. 

  • Able to self-motivate and lead teams to successfully deliver quality outcomes and excellent customer service.  

  • Excellent communication and interpersonal skills, with the ability to work effectively and collaboratively as a member of a diverse team and liaise with staff at all levels and within different divisions of an organisation. 

  • Ability to set and manage project scope and expectations and identify potential areas of risk. 

  • Excellent customer service skills and positive customer service attitude towards both internal and external stakeholders. 


Duties and Responsibilities

  • Create, monitor and successfully execute NES RFP and Implementation Project Plans, achieving delivery to sponsor satisfaction and within agreed scope, budgets, and timeframes.  

  • Actively contribute to the identification of project resource needs and efficient / effective deployment to achieve project goals, including constant monitoring of resourcing changes due to change in project scope/circumstances 

  • Oversee defined project scope, tasks, and deliverables, defining project success criteria and disseminate them to involved parties throughout the project lifecycle, recognising achievements when met. 

  • Utilise quality industry standard processes and project methodologies, including quality assurance and risk management practices. 

  • Analyse and evaluate data to provide accurate, reliable and secure regular tracking and reporting on project status. 

  • Forecast and maintain an accurate view of expected project elements completion time and costs and communicate clearly with all interested internal and external stakeholders.  

  • Identify and recognise the priorities of stakeholders, negotiating where required and establishing collaborative development and improvement activities.  

  • Work effectively and collaboratively as part of the project team to drive, influence and achieve business objectives, including by facilitating open communication and discussion at NES Project Team and other MEGT meetings. 

  • Facilitate clear and open communication between project team and stakeholders (including the MEGT Board and Executive Team as required).  

  • Resolve and/or escalate project issues and changes in scope, with a commitment to continuous improvement.  

  • Support Project Team Members to take initiative by providing guidance and resources to utilise appropriate change management techniques.  

  • Assist with business analysis and gathering of project requirements.

The incumbent may be allocated duties not specifically mentioned in this document, but within the capacity, qualifications and experience normally expected from persons occupying positions at this level.   


Key Performance Indicators

  • On time lodgement of compliant, high quality RFP response for all defined Employment Regions within scope. 

  • Development of detailed NES Implementation Project Plan and associated support elements in line with agreed timelines. 

  • Measure, monitor and achieve all agreed project deadlines. 

  • Measure, monitor and achieve all agreed project quality targets.

National Police Check

This position is not required to undertake a National Police Check prior to commencing employment.
